Redmine-管理/設定の各タブ上にある表示/設定項目の追加変更サンプル 
 下記項目を追加するだけで、設定項目を簡単に追加できる。

 設定画面　app/views/settings/_タブ名.html.erb 

 初期値・データタイプ　config/settings.yml 

 実際の設定値　DBのsettings テーブル上に保存されている。 

 設定値取得　app/controllers/application_controller.rb　にメソッド定義して呼び出す 
 例　api_offset_and_limit
