h3. ■現象/要望 

 カスタムフィールド(list)の選択肢定義をadmin以外編集可能にしたい(KeyValueList以外で)

 redmine_edit_custom_fieldsプラグインを利用する 
 https://github.com/fathomssen/redmine_edit_custom_fields/issues 

 admin権限は不要 
 本Pluginは、KeyValueListでは動作しない。
