チケット変更履歴の表示順を「新しい順」に設定した場合、編集モードの入力欄を最新の履歴欄の上に移動したい。 コメントの表示順を「新しい順」に設定した場合、編集モードの入力欄を最新の履歴欄の上に移動したい。
現在は、入力欄が履歴の後に固定されており、コメントが多いとスクロールが大変で操作性が悪い。

本家に下記パッチが掲載されています。
当面はこちらを利用ください。賛成時は+1よろしく。

変更内容
編集画面を呼び出す部分を、_action_menu_edit.html.erb に切り出し、
履歴表示順序指定（User.current.wants_comments_in_reverse_order）で、その表示位置を切り替えている。
