チケットの作成者を変更したい場合がある。
（例えば、メール/チャット/電話等で受信し起票した場合など）
現状では受け付けて起票した人から変更できない。

本家1739に 3.1用のパッチ有（チケット編集画面で、作成者を編集可能にする）
